To implement the decision-making arrangements of the Provincial Party Committee and Government to support the construction of Haikou as an "International Performing Arts Capital", comprehensively expand domestic demand, and achieve the high-quality development of the city's cultural and sports industry, these measures are hereby formulated.

I. Encouraging Industry Enterprises to Upgrade and Improve Quality

Strengthen service and guidance for cultural, sports, and entertainment enterprises in the city. For cultural and sports entertainment enterprises that are first included in the scale-up enterprise database in Haikou and maintain normal operations, a one-time reward of 100,000 yuan will be granted.

II. Encouraging the Introduction of First-class Domestic Large-scale Concerts and Music Festivals

For high-quality large-scale concerts and music festivals introduced by organizers, one-time rewards ranging from 300,000 yuan to 5 million yuan will be given according to the performance type, venue, and ticket sales volume (the cumulative number of ticket sales must be for the same performance by the same market entity during the same ticketing period, or performances by the same group of artists; if more than two performances are held at one time, the interval between each performance shall not exceed 8 days). Specifically:


1. For large-scale concerts held in stadiums, if the cumulative number of ticket sales is not less than 30,000, a one-time reward of 1 million yuan will be given; if it is not less than 60,000, a reward of 3 million yuan; if it is not less than 90,000, a reward of 5 million yuan.

2. For large-scale music festivals held in outdoor venues, if the cumulative number of ticket sales is not less than 30,000, a one-time reward of 500,000 yuan will be given; if it is not less than 60,000, a reward of 1 million yuan; if it is not less than 90,000, a reward of 1.5 million yuan.

3. For large-scale concerts held in indoor venues, if the cumulative number of ticket sales is not less than 10,000, a one-time reward of 300,000 yuan will be given; if it is not less than 20,000, a reward of 600,000 yuan; if it is not less than 30,000, a reward of 900,000 yuan.

4. Encourage high-quality large-scale concerts and music festivals to continue landing in Haikou. For cultural and sports entertainment enterprises with independent accounting in Haikou, if the cumulative box office of performances held in Haikou reaches 50 million yuan in a year, a one-time reward of 500,000 yuan will be given; if it reaches 100 million yuan, a reward of 1 million yuan; if it reaches 200 million yuan, a reward of 2 million yuan.

5. For large-scale concerts and music festivals with more than 30,000 attendees, if the proportion of overseas audiences exceeds 10%, an additional one-time reward of 2 million yuan will be given on the basis of the reward according to the above attendance scale.

III. Encouraging the Introduction of Internationally Renowned Large-scale Concerts

If the same performance organizer holds more than 2 internationally renowned large-scale concerts in Haikou in the previous year (each stadium concert has no less than 30,000 ticket sales, and each gymnasium concert has no less than 10,000 ticket sales), an additional one-time reward of 1 million yuan will be given on the basis of the reward according to the attendance scale in Article II of these Measures.

IV. Encouraging the Introduction of Famous Foreign Premier Performances

For the first performance (or the only performance) in Asia (or mainland China) of the tour by famous foreign artists (each stadium concert has no less than 30,000 ticket sales, and each gymnasium concert has no less than 10,000 ticket sales) held in Haikou, an additional one-time reward of 1 million yuan will be given on the basis of the reward according to the attendance scale in Article II of these Measures.

V. Encouraging the Introduction of High-quality Excellent Repertoires

Adopt the "challenger selection" model to encourage performance organizers to introduce and hold boutique theatrical performances with certain artistic standards and commercial value in Haikou. Boutique theatrical repertoires are determined by the municipal tourism and culture authority through expert recommendations and online public solicitation, and announced to the public once a quarter. Art performance groups, performance brokerage agencies, and performance venue management units can choose the announced boutique theatrical repertoires for application. For those that successfully land in Haikou, a one-time financial reward will be given to the application unit at a ratio of 60% of the expenditure cost per performance (expenditure costs only include the performance fee of the troupe and accommodation fees in Haikou), with a single-performance reward not exceeding 500,000 yuan.

VI. Encouraging the Activation of Space Utilization to Create Diverse Performing Arts Spaces

Encourage traditional theaters, theme parks, park blocks, cultural and heritage units, commercial complexes, etc., to activate space utilization, enrich performance formats, develop experiential, interactive, and immersive performing arts projects, and create innovative resident performances or experience scenes with deep integration of culture and tourism. Guide industry associations to formulate industry standards for the construction of new performing arts spaces, provide policy support for the establishment of new performing arts spaces, and actively cultivate diverse performing arts spaces. For those meeting relevant standards and specifications, a renovation and decoration subsidy of no more than 2 million yuan will be given. New performing arts spaces that had more than 100 performances and activities in the previous year and sold no less than 100 tickets per performance will be given a one-time reward of 1 million yuan.

VII. Encouraging the Introduction of International Sports Events

Encourage market entities to introduce international sports events hosted by international sports organizations and national sports single-item associations: for international graded sports events or non-Olympic sports activities of the same level, if there are no less than 300 participants (inclusive), no less than 10 participating countries and regions (inclusive), and athletes account for no less than 30% (inclusive), one-time rewards of 1 million yuan, 800,000 yuan, and 500,000 yuan will be given to the specific event organizers respectively. Further enrich the supply of sports tourism products such as sailing, windsurfing, stand-up paddleboarding, wakeboarding, power surfing, and motorboating, and create a "Water Sports Year". For those undertaking open water competitions organized by the General Administration of Sport of China and national single-sport associations with no less than 500 participants (inclusive) and a coverage rate of no less than 60% (inclusive) of provincial and municipal sports teams across the country, a one-time reward of 200,000 yuan will be given to the specific event organizers.

VIII. Encouraging the Holding of Youth Cultural and Sports Events in the Tourism Off-season

Encourage enterprises to hold youth cultural and sports events with strong drainage effects from June to September. If the number of participants from other provinces reaches more than 10,000, a reward of 500,000 yuan will be given; if it reaches more than 20,000, a reward of 1 million yuan; if it reaches more than 30,000, a reward of 1.5 million yuan.

IX. Optimizing Approval, Supervision, and Guarantee Services for Large-scale Performances

Promote "efficiently handling one thing", optimize the approval processes for the establishment of cultural, sports, and entertainment enterprises and cultural and sports activities/competitions, streamline approval links, and provide high-quality approval services for the development of the cultural and sports entertainment industry. Implement "one-stop supervision and service for large-scale performances", formulate the One-time Notification List of Supervision and Management Matters for Large-scale Commercial Performances. The applying unit promises to complete all supervision and management requirements within the specified period, and each functional department will conduct a "comprehensive inspection" before the performance begins. Adopt prudent and inclusive supervision for new business forms and models in the cultural and sports entertainment industry, encourage industry innovation, and for minor violations that are promptly corrected without causing harm, no administrative penalties will be imposed. On the premise of ensuring safety, appropriately relax the restrictions on the number of tickets available for large-scale commercial performances and reduce the requirements for security personnel. Explore the "credit + exemption from review" mechanism, take the lead in implementing the content review responsibility system for the premiere of tour projects by the Ministry of Culture and Tourism. For tour projects that have undergone content review and successfully completed performances in other domestic cities, no repeated content review will be conducted.

X. Further Expanding Linkages to Promote Consumption

Give full play to the role of the Haikou Tourism, Culture and Sports Industry Development Federation and other relevant industry associations, support industry associations to carry out joint marketing with performance and sports event organizers, plan and launch exclusive preferential activities, further promote the integrated development of culture, tourism, and commerce, and expand consumption. Actively leverage the role of government and state-owned propaganda media to increase market promotion and publicity for high-quality performances and boutique sports events.

XI. Other Provisions

The above municipal reward measures shall be applied simultaneously with provincial financial rewards. The management and use of funds strictly comply with relevant national, provincial, and municipal laws, regulations, and financial rules and regulations. In principle, projects that have obtained other municipal financial support will not be supported repeatedly. Activities supported by financial funds shall not be included in the scope of rewards.

 

These measures shall come into force on May 21, 2025, and be valid for 2 years. During the period from January 1, 2025, to May 20, 2025, those in line with these measures may be applied by reference.
